Company

Built in El Paso by people who have worked on the systems.

Peregrine Applied Sciences, Inc. is a Delaware C-corporation headquartered in El Paso, Texas, incorporated in September 2026. We build FOVEA and LOOKOUT, and we have bootstrapped everything to date.

Our thesis

Make every sensor a cooperative node.

Sensors aren't the shortage. Coordination is. Units and agencies already own more sensors than they can use together. What they lack is a layer that decides what information matters, how observations combine, and how sensing assets work as one, even when the network is cut.

  1. Integrate, don't replace. Our software plugs into the sensors, radios and command systems customers already field, and feeds the larger C2 ecosystems they already run.
  2. Built for the edge. Every node keeps working through outages. Disconnected operation is the starting assumption, not an edge case.
  3. Evidence before claims. We say what is tested, what is designed and what is next, and we stage hardware spending behind proof.
  4. Dual use. The same architecture serves defense sensing, wildfire, search and rescue and public safety, where the problems are the same: mixed equipment, patchy links and many owners.

Founders

Avionics, RF and production design under one roof.

A short technical loop from requirements and simulation through RF, electrical, mechanical, software, integration, test and technical documentation.

Austin Howard

Austin Howard

President & Chief Engineer

A former U.S. Air Force F-16 avionics technician and systems engineer, and Peregrine's originating founder. Austin leads company strategy, systems architecture, FOVEA and LOOKOUT software, integration and customer development. He has worked as a Department of Defense tactical data link subject-matter expert, and created InjectLab (arXiv:2505.18156), an open-source framework for testing the security of large language models, presented at DEF CON 2025.

Raul Negrao

Raul Negrao

Co-founder & Chief of RF Engineering

Nearly three decades of military and defense-industry RF experience: 13 years in the U.S. Army followed by about 17 years in defense contracting, across tactical RF, retransmission, field communications, depot-level sustainment, integration and troubleshooting of Army communications systems. Raul leads Peregrine's RF architecture, radar and RF integration, test and sustainment-informed engineering.

Jose Escobedo

Jose Escobedo

Co-founder & Mechanical Design Lead

About 30 years of CAD modeling, drafting, detailed drawings and technical data packages, spanning mechanical packaging, producibility and configuration-controlled documentation, and the practical step from concept to buildable hardware. Jose leads Peregrine's mechanical design, technical data, packaging and producibility.

Team

Operations and field integration.

Irene Rodriguez

Irene Rodriguez

Chief of Staff

Irene leads Peregrine's operations, administration, corporate records and culture, and runs the company's operating rhythm and compliance records program. She brings years of experience in elder care at an assisted-living home and in running a household, work that demands organization, steady judgment and care for people.

Emmanuel Camacho

Emmanuel Camacho

Communications & Field Integration Lead

A former U.S. Army 25Q multichannel transmission systems operator-maintainer, Emmanuel brings hands-on experience standing up and maintaining tactical communications links in the field. He leads Peregrine's communications and field integration work, working with the RF team to get sensors and links installed, connected and running at customer sites.

Jiji Miko Mendoza

Chief Morale Officer & Perimeter Security

Jiji keeps watch over headquarters from the tall grass, the team's original passive sensor: no emissions, low light, wide field of view. Sets morale for the crew and reviews every late-night build from the nearest warm laptop.
